The Marquess of Lansdowne to Sir E. Satow.

Foreign Office, November 30, 1904.

YOU were informed in my telegram No. 169 of the 20th instant that the Provisional Regulations promulgated by the Chinese Government for the protection of trade-marks would have to be entirely recast in the light of the criticisms of the Board of Trade, and that they should be forwarded to this Office for the approval and acceptance of His Majesty's Government.

I inclose copies of letters which have been received from various bodies interested in this question,* as well as a further copy, for convenience of reference, of the Memorandum by the Comptroller-General of Patents. The suggestions contained in this correspondence may be of assistance to the Commercial Attaché of His Majesty's Legation in the negotiations for a revision of the Regulations.
